**Is your feature request related to a problem? Please describe.**
In googleapis/java-storage-nio#438 a user asked about whether this library supports [decompressive transcoding](https://cloud.google.com/storage/docs/transcoding). The answer to that is currently no.
**Describe the solution you'd like**
It would be nice to add an option for this.
**Additional context**
Depends on googleapis/java-storage#321 being implemented.
