[sdk-platform-java] Error Details Improvements - HTTP/JSON

The GRPC implementation is already done as part of googleapis/gax-java#1634 , this issue is only for HTTP/JSON

Start by reviewing the linked cross-language design documents and the existing gRPC implementation in googleapis/gax-java#1634. Determine the HTTP/JSON scope and the expected parity with the completed gRPC work; done means implementing and validating the corresponding HTTP/JSON error-detail improvements.
