[sdk-platform-java] Test against all googleapis services as part of the nightly build

Our current presubmit test only tests against a select few services, e.g. [here](https://github.com/googleapis/gapic-generator-java/blob/d1a16195937df041f65a52717ddf9dc6ceb09b4f/.github/workflows/ci-maven.yaml#L31-L39). It's good to have a quick feedback but we may miss some test cases like [this failure](https://fusion2.corp.google.com/invocations/0264db50-8efa-46c7-bcab-52bb64e1fb0b/targets/actools%2Fgoogleapis%2Fprivate%2Finternal%2Fpresubmit/log).
Ideally, we want to generate and run generated unit tests for every services in googleapis through Bazel as part of the nightly build.
