[sdk-platform-java] On nightly build failure, make failure notification test-specific

Nightly build failures currently create a single ticket that points to the build. This build may include multiple failures

Manual triaging is required to create useful test-specific issues related to the failure.

Use Flakybot or modify the existing Github actions to have a flaky-test mechanism that is test-aware, removing the manual triaging requirement.
