Follow up of https://github.com/googleapis/sdk-platform-java/pull/2252
https://github.com/googleapis/sdk-platform-java/blob/6c4c2364c1798642a19c8208c09c9becd562012d/library_generation/configuration/owlbot-cli-sha#L1-L2
Uses a hardcode image SHA that has to be manually updated. We need to find out whether it's possible to have renovate-bot to update it.
