Formatter repeatedly adds <p> tags to @code blocks inside Javadoc

The formatter repeatedly adds

tags to items inside an \@code block in Javadoc.

Expected: consistent output when the formatter is run repeatedly
Impact: Difficulty adding the formatter to our CI
