P html tag with no content after is not removed

It will be awesome to remove such empty `

` tags. At least there is defenetely no text after it.

Start by reproducing the issue with the Test.java example and the google-java-format command shown in the report. Trace the Javadoc paragraph formatting behavior for a trailing empty

tag, then add coverage and confirm that the empty tag is removed without changing other paragraph formatting.
