Visual Builder cannot edit a newly created Agent .

Description
Bug: When you create first agent in a new project folder using the Visual Builder, you are unable to edit the Agent with the Visual Builder. This only happens for the first agent in the same folder, for the subsequent agents it does not happen.
Steps to reproduce:
1. Create a new folder eg. adkui
2. Inside the folder create a new venv, uv venv etc.
3. Install ADK 1.22.0 or 1.22.1
4. Start ADK server using "adk web" command.
Affected Version 1.22.0, 1.22.1 , working in previous version.
5. Open the the adk console by accessing the adk service.
6. Click "+" to create a new ADK Agent eg. Agent1 and press Create.
Expected result
- ADK will open the new agent in Visual Editor Edit mode
Actual result
- ADK does not open the new agent in Visual Editor Edit mode. The Edit button is also greyed out.
Once you create the first agent this problem does not happen from the second agent.
