Make Artifact service to be able to find artifacts using semantic similarity and not just on filename

Loading artifactcs from artifact service today works by filename. However artifact service is not able to locate artifacts that are semantically relevant (as example store does). This makes it very difficult to have conversational agants that operate on uploaded files because we must always specify USE this filename to answer question.
