Make the issue page height be the size of the visible view

When I open the keyboard to type an issue title/comment, I can’t scroll to submit (I have to click off). But this is mainly needed to be changed because when the “issue comment” is too much text, you can’t see what you are typing. This should also be fixed because some people might not know they need to click to hide it.

Reproduce the issue on the issue page by opening the keyboard while entering a title or comment. Inspect the issue-page layout and verify that the visible view remains usable, long comments stay visible while typing, and the submit control remains reachable without hiding the keyboard.
