Notify function in App.js

This issue should be resolved by creating notify that:

Input
1) Message
2) Has Error (default is false)

Use toast, ToastContainer from react-toastify to notify the user the message using if else based on has error param

Output
Toast Message/Error

从 App.js 开始，检查当前如何处理通知。使用请求的 message 和 has-error 输入，以及 react-toastify 的 toast 和 ToastContainer，然后验证成功和错误消息是否产生相应的 toast 输出。
