Steps to reproduce the behavior:

2. Hover over the GitHub Action in the editor pane.
3. The error toaster appears.

**Expected behavior**
No error toaster appears.

Research direction

Start by reproducing textDocument/hover in extension version v0.27.2 and review the VS Code logs around the /user request and dist/server-node.js stack trace. Done means hovering over a GitHub Action no longer shows the error toaster and the logged request does not fail with connect EACCES.
