expected results: do not try to use `/undefined` -- I didn't type that and it's clearly a bug.

Start by reproducing the completion request in a VS Code workflow using `actions/c`, then trace the action-metadata completion path that constructs the `/undefined` request. Done means the incomplete reference no longer produces a request containing `/undefined` and completion returns without the reported fetch error.
