Too many notifications

**Describe the bug**
Too many notifications, every few seconds I get a notification. Very distracting.

v0.27.0

No source file, test, or entry point is named. Start by reproducing the repeated notifications in the GitHub Actions VS Code extension at v0.27.0, then trace the notification path and identify what causes it to fire every few seconds. Done means the distracting repeated notifications no longer occur.
