Unable to resolve action, repository or version not found (`ETIMEDOUT`)

**Describe the bug**
Hovering over an action name fails to load any info about it from the GitHub API, and after a while I might get an error notification.

Start by reproducing the hover failure in the GitHub Actions Language Server and review the logged requests to api.github.com for action metadata and the current user. The issue points to dist/server-node.js in the extension; use the ETIMEDOUT traces and the expected no-error behavior to define and verify the fix.
