Assign organization roles to a team across multiple organizations

Enterprise administrators will be able to assign an organization role (custom or pre-defined) to an enterprise team against multiple organizations at once. Organization administrators will be unable to remove or bypass this assignment, ensuring that critical teams have the access they require.

### Expected Outcome

If it is easier to manage access to multiple organizations at the same time, administrators should be able to divide their estate into multiple organizations. This in turn helps with delegation and separation of concerns without losing the ability to collaborate across the organizations.
