OSSAR Action fails with message 'No Applicable tools detected' on .NET Repo

While I try to run the OSSAR action in my GitHub repository containing the Web API built with .NET6 (C#), the action exits with code 1 and the message 'No applicable tools were detected.'

> Error: RunCommandNoOptionsException: No applicable tools were detected. Run requires at least one configuration to run. Provide at least one Guardian config or tool with --config or --tool.
Error: Error: The process 'D:\a\_msdo\versions\microsoft.security.devops.cli\0.118.2\tools\guardian.cmd' failed with exit code 1

Any suggestions or help to create and run the OSSAR action on the .NET repo would be much appreciated.

The issue names the OSSAR GitHub Action, a .NET 6 Web API repository, and the Guardian error, but no repository file or test. Start by reviewing the action's tool or Guardian configuration and reproducing the run; done means the action detects at least one applicable tool and completes without the reported error.
