Apply multiple labels based on keywords

Not sure if this is an issue, but based on my labeler.yml config file the workflow only add one of the matching labels. Normally the latest in the file. Could the workflow add multiple labels instead?

Start with the workflow and labeler.yml configuration described in the issue, then trace how matching keywords are converted into labels. Verify the behavior with a configuration containing multiple matching rules and consider the work complete when all matching labels are applied rather than only the last one.
