Whether used for human comments, copilot comments or comments - its useful to be able to understand how developers are interacting with them (thumbs up, thumbs down, emojis, etc).
Today, the documented solution is to interrogate the gh api to pull the comments and parse them. The issue is that its very easy to get the api comments throttled, and it ends up being a lot of work to just get something that should otherwise just emit a signal that one can subscribe to.
