I think a distinct `.pre-if` should be added to the https://docs.github.com/en/actions/sharing-automations/creating-actions/metadata-syntax-for-github-actions#runs-for-docker-container-actions and https://docs.github.com/en/actions/sharing-automations/creating-actions/metadata-syntax-for-github-actions#runspre-entrypoint's [runs.pre-if](https://docs.github.com/en/actions/sharing-automations/creating-actions/metadata-syntax-for-github-actions#runspre-if) link should be changed to point to it.
