enable copilot to generate commit message based on related changes

The function is enabled in [vscode](https://mrkpatchaa.com/read/customizing-github-copilot-commit-messages). However, I did not know how to implement it in vim.
I use [vim-fugitive](https://github.com/tpope/vim-fugitive) in vim to control git.
