WorkIQ does not work in non-interactive sessions

When work is handed off to an agent (many possibilities) or run in a headless sandboxed session, it is not possible to get workiq to work even though the plugin is added, and the session invocation is by a logged in user.

No files, tests, or entry points are named. Begin by reproducing WorkIQ in a non-interactive or headless sandboxed session with the plugin installed and a logged-in user; document the invocation and identify what must change for it to work in those sessions.
