Voice mode install fails — 401 Unauthorized on internal Foundry Local NuGet feed

Describe the bug

Running  /voice  to enable dictation transcription fails during runtime installation with:

Voice runtime install failed: Error: Failed to download Microsoft.AI.Foundry.Local.Core 1.2.3 from any configured feed (api.nuget.org, pkgs.dev.azure.com): Download failed with status 401: https://pkgs.dev.azure.com/aiinfra/2692857e-05ef-43b4-ba9c-ccf1c22c437c/_packaging/7982ae-ed19-4a35-a362-a96ac99897b7/nuget/v3/flat2/microsoft.ai.foundry.local.core/1.2.3/microsoft.ai.foundry.local.core.1.2.3.nupkg

Environment:

• GitHub Copilot CLI version: 1.0.83
• OS: macOS (darwin-arm64)
• Reproduces consistently across attempts

Troubleshooting already tried:

• Confirmed this is unrelated to local  az login  / Azure tenant — the feed ( pkgs.dev.azure.com/aiinfra/... ) is a Microsoft-internal ADO org, not part of my organization's Azure tenant, so personal Azure credentials shouldn't be involved in this download at all.
• Verified CLI is on the latest version ( 1.0.83 ), no pending update.
• The failure is consistent, not transient (retried across multiple sessions/times).

Expected behavior: Voice runtime dependency should download successfully using the CLI's own bundled/managed authorization to the internal feed, without requiring any user-side Azure credentials.

Impact: Cannot enable  /voice  dictation transcription feature at all.

Commencez par le chemin d’installation du runtime /voice et reproduisez le problème sur macOS darwin-arm64 avec CLI 1.0.83. Suivez le téléchargement de Microsoft.AI.Foundry.Local.Core 1.2.3 via api.nuget.org et le feed Azure DevOps indiqué, puis vérifiez qu’il est terminé en confirmant que la transcription par dictée peut être activée sans connexion Azure de l’utilisateur.
