Description
Describe the bug
The github mcp server has a default toolset called 'default', however, it does not seem to be enabled by default.
Affected version
GitHub Copilot CLI 1.0.79
Steps to reproduce the behavior
Open copilot cli
use /mcp show on the built-in github mcp server
See it is missing permissions
Expected behavior
I expect the above list to be same as the list when using the default mcp server toolset
Additional context

Research direction
Start with the built-in GitHub MCP server and run /mcp show to compare its tool list with the default MCP server toolset. Trace where the built-in server's default toolset is selected; done means the expected default permissions appear in /mcp show for GitHub MCP without extra configuration.
