eternally loading

### Describe the bug

I have started getting an eternal blinking blue circle and either "Loading:" or "Loading: 1 skill" every time I start a
new CLI copilot session now. copilot seems unable to fix the problem, though it thinks its identified the source
...and it says it may be charging me credits while workng on the fix.

### Steps to reproduce the behavior

just go to command propmpt and type copilot to start a new session

### Expected behavior

Everything seems to work, but the eternal loading is distracting
