### Describe the bug
Copilot cli still says "Copilot needs information" after answering the question? It leaves the session mostly useless because you can't give it more instructions unless there are more questions and it will get back to the same bad state after you answer it. The only way out is to terminate the powershell session by clicking the 'x'(ctrl-c doesn't work either) This has been happening for a week for most of my copilot cli sessions and I have been updating to the new version but it still happens.

I'm using copilot cli through powershell on win11.

1.0.71 and possibly a few previous versions
### Steps to reproduce the behavior
1. Prompt a design question like "design a calculator app with me and brainstorm with me with only 1 question"
2. Select any option (I selected the first recommended one)
3. See the "Copilot needs information" card not being dismissed while the agent is generating result

### Expected behavior
The question card would be dismissed and user can keep interacting with the agent through the same cli session_
