Local sandbox on Windows failed to run command with error E_NOTIMPL

### Describe the bug

Enable local sandbox on Windows, and then try to run command, it would failed as below with error `Experimental_CreateProcessInSandbox returned E_NOTIMPL.`

Beginne damit, den Fehler unter Windows bei aktiviertem lokalen Sandbox-Modus zu reproduzieren, und untersuche anschließend die Sandbox-Konfiguration mit dem erwähnten Befehl /sandbox. Das Problem ist behoben, wenn ein Befehl wie dir erfolgreich ausgeführt wird, ohne den Fehler Experimental_CreateProcessInSandbox E_NOTIMPL.
