Copilot CLI incorrectly enforces content exclusions

Copilot CLI is enforcing organization content-exclusion policy, blocking local file tools with “excluded by organization content policy.” GitHub docs say content exclusions do not apply to Copilot CLI.

This policy was intended only to affect Copilot code review on GitHub, not local CLI agents. Copilot CLI should ignore content exclusions or provide separate scoping for code review vs CLI.
