I'm trying to run the exe from the latest release (1.0.62) and I get this error:

Problem started probably with 1.0.62
Now if I attempt the update from cli itself I get the same error.
The system is windows server 2019. This is not winget or npm installation, just the standalone exe.

Start by reproducing the standalone executable update on Windows Server 2019 with version 1.0.62 and inspect the extraction path shown in the sea-loader.js stack trace. Investigate why the temporary directory cannot be renamed to the versioned directory, then verify that extraction and subsequent CLI updates complete successfully.
