### Describe the bug
If I start by pasting an encoded html like
`<!DOCTYPE html>`
And ask something about the snippet I pasted
The CLI will treat it as a & command (Send to github, copilot creates a pr).
In this case it was in a non github repo so the only response back was
Error Details: Not a git repository
Which is very confusing and maybe it would have been worse if it was a git repo.
Suggestion is to not treat pasted snippets as commands if possible

GitHub Copilot CLI 1.0.57.
### Steps to reproduce the behavior
1: Run copilot in a non git folder
2: Paste <!DOCTYPE html>
3: (optional) write something like what is this?
4: should see the "Not a git repository" error
### Expected behavior
I was expecting it to not treat the pasted snippet as a command
Or at least give me an warning or error message
