From time to time, prompts ending with a question mark open a quick help notification.

1. Ask a question with a question mark at the end of the prompt. (`> How it works?`)

Reproduce the issue in Copilot CLI 1.0.48 by submitting prompts ending with a question mark, including `How it works?`, and observe when the quick help notification appears. Trace the prompt-submission and help-notice handling entry points; done means ordinary questions submit without opening the help notice, while help behavior remains available when intentionally requested.
