/restart does not work with --name

### Describe the bug

GitHub Copilot CLI 1.0.48.

Repo steps:

1. `copilot --name foo`
2. `/restart`

Expected: restart

Actual: exit, fail to start

Reproduce the issue with `copilot --name foo` followed by `/restart`, then trace the `/restart` entry point and how `--name` and `--resume` arguments are assembled. Done means restarting a named session no longer exits with the conflicting-option error.
