Cannot use 1.0.46 copilot-cli in Ubuntu System with GLIBC_2.33

### Describe the bug

After upgrade to 1.0.46 version Error occurs. After debugging, we found that it relates to system env

Compare the required GLIBC_2.33 and GLIBC_2.34 versions with the target Ubuntu system; done means establishing a supported way for the CLI to run there or documenting the incompatible system requirements.
