Cannot multi-line paste (forces Bracketed Paste Mode)

### Describe the bug

I am running the Copilot CLI in VS Code's integrated Git Bash terminal, recently updated to `v1.0.36`.

Even after running `/terminal-setup` whenever I paste a multiline text block, I just get bracketed paste mode. I'm not sure if someone thinks it's a good idea to not allow users to see what they're submitting to Copilot but this is NOT a feature - it IS a bug.

GitHub Copilot CLI 1.0.36.

### Steps to reproduce the behavior

1. Copy a chunk of multi-line text.
2. Pasted into Copilot CLI
* Git Bash terminal in VS Code
* Can use `Ctrl + V`, `Right-click`, etc. - all the same result
3. Paste results in something like `[Paste #1 - 15 lines]` - NOT what was actually copied.

NOTE: Occurred occasionally in previous versions, but first paste would be bracketed, second would paste correctly.

### Expected behavior

PASTE WHAT WAS COPIED. If I can't see what I'm submitting, I CAN'T TRUST IT.

Reproduce the issue in the Copilot CLI entry point using VS Code's integrated Git Bash terminal on version 1.0.36. Run /terminal-setup, paste multiline text with Ctrl+V or right-click, and compare the result with the expected pasted text. Done means multiline paste is visible and no longer produces only a bracketed-paste summary.
