### Describe the bug
When using the GitHub Android app to connect to a Copilot CLI remote session, the session is effectively read-only if the user has reached their monthly premium request limit, despite remaining budget room for additional billed requests.
Performing actions locally in the Copilot CLI instance demonstrates the budget operating correctly, and these actions can be viewed but not interacted with on the app.

### Steps to reproduce the behavior
1. Enable Copilot remote in CLI with `/remote`
2. Connect to the remote session from the Android app
3. Attempt any form of interaction with the running session beyond viewing
### Expected behavior
Expected to allow additional usage the same way the local session does.
