`/ide` cannot connect to IntelliJ IDEA workspace (Copilot CLI on Windows)

Hi team, thanks for Copilot CLI.

I’m unable to connect Copilot CLI to IntelliJ IDEA using `/ide`.

## Environment
- OS: Windows 11
- Copilot CLI version: 1.0.34
- IDE: IntelliJ IDEA (JetBrains)
- Copilot plugin in IDE: installed and signed in
- Same GitHub account used in both CLI and IDE: yes
- Project: local Git repo opened in both CLI and IDEA

## Reproduction steps
1. Open project in IntelliJ IDEA.
2. Start `copilot` in terminal at project root.
3. Run `/ide`.
4. Try to connect to IDE workspace.

## Actual result
- CLI cannot find or connect to the IntelliJ workspace (no usable connection established).

## Expected result
- `/ide` should detect the running JetBrains workspace and connect successfully, similar to IDE plugin context behavior.

### Additional context

- `copilot` works for normal chat/code tasks in terminal.
- Problem seems specific to IDE connection flow.
- Restarting CLI/IDE and updating tools did not resolve it.

Reproduce the `/ide` flow with Copilot CLI 1.0.34 on Windows 11 while IntelliJ IDEA and its plugin are running. Trace the existing IDE-connection flow; done means the CLI detects the JetBrains workspace and establishes a usable connection.
