Description

### Describe the bug

### Description:

I am a GitHub Copilot Pro subscriber (annual billing). Despite my plan including access to premium models, I am currently unable to select Claude 4.6 (or earlier Claude versions) in the Copilot CLI. The interface lists these models under an "Upgrade" category, effectively locking me out of features I have already paid for.

### Environment:

- OS: Linux Debian
- CLI Version: 1.0.27
- Subscription Tier: Pro

### Steps Taken:

- Completed the CLI authentication process multiple times.
- Verified active Pro subscription status on my GitHub account.
- This issue has persisted for over two months, despite multiple attempts to re-login within the CLI.

### Expected Behavior:

Claude models should be available and selectable for all Pro subscribers without an "Upgrade" category.

### Actual Behavior:

The CLI fails to recognize my Pro entitlement for Claude models. There are no error messages; the models are simply treated as locked content. This appears to be a systemic sync issue affecting early annual subscribers.

Research direction

No repository file, test, or code entry point is identified. Start by reproducing the model list on Debian with CLI 1.0.27 using a verified Pro account, then trace how the CLI recognizes access to Claude models. Done means Pro users can select the models without an "Upgrade" category.
