Using a BYOK model reports a premium request

### Describe the bug

I use a BYOK model configured using env variables + actual BYOK model selection is confirmed in the console model status but at some point when using autonomous mode it reports "Continuing autonomously (1 premium request)"

No premium requests whatsoever with BYOK
