edit file window should not block scrolling to earlier in the session

when there is an edit file action asking for permission it shows me only the file edit and blocks scrolling up to see the rest of the conversation.

### Proposed solution

the file edit should be inline showing me the diff and asking for permissions, but still allow me to scroll freely up to earlier in the session
