### Describe the bug
Currently there is only all or nothing for allowing the cmds. Its infuriating that everytime the copilot asks permission to run even dotnet cmds. While I dont want to give consent to destructive cmds, the current state is pretty bad

研究方向
The issue names no files, tests, or entry points. Start by locating the CLI's command-approval flow and determine how approval decisions are stored and matched. Done means users can configure specific safe commands, while destructive commands still require consent.
