URL argument in "az rest" command is getting incorrectly flagged as directory access

### Describe the bug

Copilot CLI incorrectly flags `--url "..."` argument in `az rest` command as directory access and asks me for approval

### Affected version

1.0.3-0

### Steps to reproduce the behavior

1. operate cli without autopilot / allow-all / yolo permissions (use standard permissions)
2. direct copilot cli to perform `az rest` command with `--url` option
3. copilot prompts for directory access approval for path outside approved list

### Expected behavior

copilot cli should perform the `az rest` command without prompting for directory access approval (assuming `az rest` is an approved bash command)

OS: Windows
