General issue - CodeQL exiting with exit code 2

This is issue is fixed if I delete the database folder but it will start up again. We had been running CodeQL nightly for months and then this issue began. I have checked the disk space and that does not seem to be an issue. Any ideas how to fix this?

Start with the reported `codeql database finalize` command and the C# `pre-finalize.sh` path in the logs. Investigate why `db-csharp` is finalized before TRAP import, using the database folder deletion workaround as a comparison; done means identifying a reproducible cause and documenting a reliable fix.
