Linux amd64 release binary depends on glibc version 2.32

Hello,

The latest release ([1.0.14](https://github.com/github/codeql-action-sync-tool/releases/tag/1.0.14)) binary for `linux_amd64` depends on `glibc` version `2.32`.
This prevents us from running it on Linux distributions older than Ubuntu 22.04, RHEL 9, etc.

When we try to run it, we get the following error: `codeql-action-sync: /lib64/libc.so.6: version 'GLIBC_2.32' not found (required by codeql-action-sync)`

I believe this is the same issue as [actions/actions-sync#95](https://github.com/actions/actions-sync/issues/95), and it may be related to [golang/go#58550](https://github.com/golang/go/issues/58550).
If so, you might be able to fix it by explicitly setting `CGO_ENABLED=0` in your CI build.

There are many production systems still running older LTS Linux distributions.
Could you please consider compiling the release binary in a way that is compatible with older systems?

Start with the release CI build that produces the linux_amd64 binary and inspect how CGO is configured. Reproduce the reported GLIBC_2.32 dependency, then verify that a rebuilt release binary runs on older Linux distributions without requiring that glibc version.
