Scrolling issue on down and up arrow keys

I see there was an [issue related to this](https://github.com/github/auto-complete-element/issues/24) back in 2019. However, I still face issue with a scrolling container.

I have attached a recording for the same. When I press the down arrow, the contain scrolls too much that the selected item gets hidden

Review the related issue #24 and the attached recording, then reproduce the arrow-key behavior in a scrolling container. Trace how the selected item is scrolled when pressing the down and up arrows; done means the selected item remains visible without excessive container scrolling.
