[General] Misleading scrollbars when looking at plan mode result

I asked Copilot to take care of merging a branch into another in plan mode. Once the plan is ready, I find the UI slightly misleading: the chat and reasoning history has its own scrollbar, which belongs to the app window and stops roughly at half of the vertical size, while the bottom half contains an embedded panel with the plan content and some sort of "inner" scrollbar.
