The Changes tab's scroll starts behaving erratically

When you are in a session, open the Changes tab. When you have 10-15 files modified and make 3-4 comments in that tab, the scroll starts behaving erratically. When you reach a comment, it jumps to a position above.

Start by reproducing the issue in the app's Changes tab during a session with 10–15 modified files and 3–4 comments. Inspect the Changes-tab scrolling behavior around comments, then verify the fix by reaching comments without the scroll jumping above them.
