Description
I repeatedly get load failing sessions and copilot says this
the session database and history are healthy, its only ownership lock names a dead process. so I will remove that single stale lock ...
this happens multiple times. so it might be good if github app itself can recognize the issue and fix it itself rather than I need to ask another copilot to fix it using my tokens?

Research direction
Start by reproducing the repeated failing-session load on Windows 10 with app version 1.1.14, then trace how ownership locks for dead processes are detected and handled. Done means the app recognizes and safely resolves the stale lock without requiring a separate Copilot request.
