Research direction
Start by reproducing the request from the /chat path in GitHub Copilot app version 1.1.12 on Windows 10 with the reported free-plan account. Compare the result with access in the browser and VS Code; done means determining whether the authorization message is expected or indicates an app defect, then documenting the finding.
