Description
After restarting GitHub Copilot, I received the message "Your Administrator needs to enable the GitHub Copilot App" and I could not continue working.
We reviewed the new AI Controls and confirmed that Copilot App was enabled for the whole Enterprise.
Loging out and login in again fixed the problem, but that is only a patch.

Research direction
The report names no source file, test, or entry point. Start by reproducing the restart flow with Copilot App enabled for the enterprise, then compare it with the logout and login workaround; done means restarting no longer shows the administrator-enable message when the app is already enabled.
