Description

When asked to read a GitHub issue, the app defaults to trying to read it as a webpage - which most of the time fails since issues are usually in private repos.

instead the app should default to resolving all github links via the API, otherwise it just wastes cycles trying and failing to fetch the webpage

Research direction

Start at the /chat path where GitHub issue links are interpreted, and trace how the app chooses between webpage fetching and API resolution. Reproduce the private-repository case from the issue, then verify that GitHub links use the API by default and no longer attempt a failing webpage fetch first.
